Recreational Program

About Recreational Program

The City SC San Marcos Recreational Program is the foundation of City SC San Marcos, serving over 1,000 recreational players within San Marcos & the North County area. City SC San Marcos is dedicated to providing a fun, safe and community-based program. It is our mission to offer a program where players have the opportunity to technically improve while having fun and building a love of the game, as well as providing unlimited growth opportunities for players of all skill levels and potentially acting as a steppingstone into the competitive program.

The City SC San Marcos Recreational Program is overseen by the Recreation Operations Manager, Phil Scicluna.

If you are looking for a place to play, then look no further. City SC San Marcos has the experience, knowledge and resources to fulfill every soccer player’s needs.

City SC San Marcos runs two recreational seasons in the calendar year. First of which is the 8-week Spring Arena League followed by our widely popular Fall Recreation League which runs from August – November. Fall registration ends in July and this league fills up quickly so be sure to sign up right away.

  • These rules are to avoid unbalanced teams in the upper divisions.

Game Day Information:

U5-U7

  • The games are played on two fields that are laid out side by side.  It is encouraged to have two parents/coaches so you can have one per field to keep the game moving.
  • Games will last for 40 minutes; you can rotate players freely between both fields to keep game play fun.
  • We recommend a short water break after 10 minutes and then a 5-minute half time break with one last break at ¾ time.  You need to complete your games within 55 minutes so the next games can take the field.
  • The space between the dual fields is for the coaches and players to stand when not on the field.  Have spectators sit around the outsides of the fields.
  • We do not recommend throw-ins, with the smaller field sizes the chances of getting hit in the head is high.  Just do kick-ins to make the games flow better and heads stay safe.

U8-U10

  • U08s will play 40 minutes and U09 & U10 will play 50 minutes.
  • 7v7 games have free substitutions this season.  You must rotate everyone before you can rotate a player a second time.  Each player should play 2/3 of a match.
  • No headers for the u9-u10 divisions, the foul for heading is in indirect free kick.
  • 7v7 games have a buildout line.  The rules we follow are the recreation-based rules.  Offsides begins at the build-out line, not the half line.  When the keeper has the ball, the opposing team must retreat beyond the buildout line and must remain there until:
    •  The ball makes it to another player.
    • The keeper places the ball onto the ground and removes their hands.
    • The ball makes it across the buildout line when thrown by the keeper.
  • 7v7 keepers cannot drop kick, punt or bounce kick the ball.
    • If there are repeated offenses of drop kicks or punts an indirect free kick at the top to the goal area will be given.

U12

  • Games will be 60 minutes.
  • 9v9 games are allowed free substitutions this year.  You must make sure that all your players participate in each match for a minimum of 50% of the match.
  • No headers in the U12 division, the foul for heading is an indirect free kick.
  • All other laws of the game are followed.

U14

  • Games will be 70 minutes.
  • 11v11 games are allowed free substitutions this year.  You must make sure that all your players participate in each match for a minimum of 50% of the match.
  • Headers are allowed and all laws of the game are followed.

General Information

Home Jersey = White, Away Jersey = Grey

Game cards will be available for pickup at the board table.

Remember that this is recreation, we play so the kids can have fun.  Please always keep that as your focus and remind your parents the same.  We want to hear cheers for all players on both teams.  Leave all your negativity at home.

Referees: Please be aware that many of our referees are minors and I have no tolerance for abusive behavior of them.  If coaches, players or parents treat them poorly, I will ask them to leave the field.  Please be a role model and teach the players and parents to respect the officials.

If you have an issue with a referee, please head over (or send someone) to the board table so we can assist you at the field.

Field layout

Indirect Free Kicks:  An indirect free kick from which a goal can ONLY be scored if another player, on any team, touches the ball after it has been kicked.

Players cannot wear any jewelry or watches on the field, that includes earrings.

Players must wear shin guards, or they cannot play in the match.

Players must wear soccer cleats or other shoes but cannot wear baseball, football or any other style cleat with a toe spike.  You can wear athletic shoes but be aware that they are thinner and provide less protection for their feet.
